[bisq-network/proposals] Removal of money orders (#75)

I was completely ignorant to Money Order up until 3 days ago and I have no idea how widespread its use is. But I'm sympathetic to the argument that we should do our best to maintain the Cash payment methods.

@HarryMacfinned where did you get those numbers?
