[bisq-network/roles] BTC donation address owner (#80)

This role is for the owner of the BTC donation address which will be defined by the DAO voting.
It is used for future features where it will receive funds from traders who don't use BSQ for trade fee (instead of the arbitrators) and for the new trade protocol in case a dispute ends up in reimbursement and the trade amount gets sent to the donation address.
