[bisq-network/bisq] Check how required bond amount in bonded role can be changed (#2559)

Tested changes of bond amounts and i has no impact on consensus.
Only small issue is that in the vote result view we show required bond and it would reflect always the latest value, so if the bond was requested with 20 000 BSQ and later we changed to 15 000 the old proposla would not reflect the historical 20 000 value. But I think the bond amount could be removed anyway from the result view. Otherwise we would need to persist the bond amount with the proposal and that seems too much effort for low value.
