[bisq-network/proposals] Host downloads on self-managed server (#72)

Could the redirect file have a commented out url list of other approved backup servers for outage protection? We could reduce downtime during an outage by ensuring that the website maintainer has the information to hand. I'm guessing best practice would be for the list to be limited to those servers proposed and approved by the DAO to cover security/trust/bond issues.
