[bisq-network/bisq] Retain window size/location upon restarting application (#2580)

Currently the application window opens using a default size/location. Would be nice to retain window size/location upon restarting the application, in case the user doesn't like the default (and always has to resize on startup) or wants it to occupy a specific portion of the screen.
