[bisq-network/proposals] Distributed reputation system (#78)

I am thinking about sellers setting up Bisq so they won´t let fresh accounts (bronze) take their offers.  As @ManfredKarrer pointed out, if all trusted users do this, it will be hard for fresh accounts to get validated.

Could it be possible that the most restricted setting would still allow for each fresh account to at least trade once with the peer?
