[bisq-network/bisq-website] Make website translatable (#173)

Hello, I've just complete the French first stage of Translation, I translated most of the terms but some are still in English yet, particulary those having a "path" for files nagivations. and for others words, like "seed" and "peers" or taker and maker. Sometimes in French we use the English word, like we use "blockchain" and "peer to peer" or even "burn" like  in the sentence "faire un burn" and not " faire une brulure" ou brulage. The running version of Bisq alreday use Pair for peer and graine for seed, so I can change it in the pending translation version but you decide. I think a glossary or help included in Bisq could help users to get the meaning of some functions tranlating into their langage if we keep some English terms in the final translation. keep in touch.
