Ok, I see now the problem of trying to do the delay without changing the trading protocol. 

Regarding the alternative approach, we should be aware that if a new user wants to get attested doing a buy trade he will need to find a trusted user that is selling 0.01 BTC.  Do you think there will be many authorized users that are selling such low amount?  

This could be solved doing a higher amount sell trade, but then the new user needs to own higher amounts of BTC.

As general comment for both the delay approach and the alternative approach, isnĀ“t it a bit risky that a scammer tries to attest his a account with a low amount sell trade?   The victim might not notice or might not complain at all because of that incoming payment, and the scammer could get his account attested at a very low cost.
