[bisq-network/proposals] Delay payout for Fiat trades if buyers account is fresh (#77)

If you guys agree that getting attested with a low sell trade is a risk, I suggest the following:

- Not allowing low sell trades to be used for attestation
- Allowing low sell trades to be used for attestation, no more restrictions after 1 month but the badge would remain at bronze until a buy trade (higher than X?) with an authorised user has been done
