[bisq-network/compensation] For April 2019, Cycle 1 (#277)

## Summary

_Note: after some [discussion](https://bisq.slack.com/archives/C7VK9QZRT/p1556939272012400), this request sticks with work done in the the calendar month of April 2019 only. To me it seems easier for the requester to keep track of, and easier for others to verify (compared to a request that includes all work until the end of a proposal phase, the exact date of which can fluctuate over time) but time will tell which is a better approach._
