[bisq-network/proposals] Delay payout for Fiat trades if buyers account is fresh (#77)

The reason I think the delay is a very important measure is because not only it deterrs scammers and makes account age much more meaningful, but also because it allows restoring damages to the seller and the scammer´s victim, although it might not restore the possible damage of the relationship between seller and his bank. 

But yesterday @m52go came out  with an even better idea ( see https://github.com/bisq-network/proposals/issues/83) to address these same concerns as it even **prevents** all damages from happening instead of restoring them by **not revealing the seller fiat account data unless the buyer is somehow trusted / verified**.  Excellent idea.
