[bisq-network/bisq] Provide basic translation for Terms and Conditions in the software (#2793)

Just to clarify, this overview is not going to substitute the original text, but rather provide information about it, such as "This are terms and conditions..." so that the users have a better idea what the terms are about. @m52go and I are planning to start tackling this; it would be great if we could get input from @ManfredKarrer since it is a sensitive topic.
