Over all I approve. I think focusing on getting this done makes sense and perhaps continue other discussions on other features in parallel.

I find the 'Account age calculation procedure' section rather difficult to understand, if it's possible to simplify it that would be a good thing.

The whole banning concept relies on someone having the ability to trigger bans. It would be nice to be able to not have such a single point of authority, but it's hard to see how decentralizing this decision would work considering the urgent time frame of stopping an account from continues scamming. The bans would mainly be on account(agewitsesses) rather than onion addresses I assume since it's possible to move accounts between onion addresses.

A graph to explain who is considered suspicious or not might help to clarify the intricate relationships between scamming brothers, parents and cousins. Such a mischievous family.
