Another piece in this puzzle I think we should consider are payment methods themselves. Remember that cash-based payment methods will not require any of this mess.

Maybe we should consider adding new payment methods:

1. bank wires (no chargeback risk, can be done online, compatible with verification methods including street address which can be very strong)
2. online gift cards (cursory research indicates these can be purchased online and delivered by email...buyer could prove purchase with TLSNotary; doesn't seem like chargebacks would be an issue)
3. cashier's checks (buyer doesn't lose money if check doesn't reach seller, unlike money order; downside is you have to send these in-person)

(2) is particularly interesting as it seems almost as good as cash, provable, and relatively quick/convenient...it may be able to get by without any onerous requirements.

The payment methods stuff probably belongs in another thread, but I guess my point here is that the proposed measures (in some form) may be necessary for the payment methods they're intended for. Perhaps new payment methods can get by without needing them.
