Was a mistake in initial posting....

I think we should in parallel develop some tool to collect historical data from different services to be able to analyse and compare which strategy works best. There are some services out there and I doubt we can outperform them when we just start new in that field. I consider quality fee estimation a hard problem without perfect solutions and we should build on top of prior art.
