[bisq-network/proposals] Send arbitration funds to a burning address instead of BTC donation address. (#135)

Bisq's escrow service on a 1 BTC dispyte is now implying a 10000 BSQ inflating BTC sell order added to the burden of administrating a personal payout by the meriator. Is growth really expected when users are not handled as quality demanding customers?  I think Bisq is moving in the direction of being a BSQ community. But maybe that is what the stakeholders want.
