[bisq-network/bisq] Seeding signed accounts (#3576)

Couldn't you in the first place simply autosign accounts with for example 10+ completed trades? Now, what says that a new user getting his account signed on the first trade should be more trusted. And does an arbitrator success really tell about the honesty of a user. This potentially closed security web is easy to attack.
