[bisq-network/proposals] Send arbitration funds to a burning address instead of BTC donation address. (#135)

Yeah, I was expecting that the current payout tx would not be useful for this.  I was thinking to substitute the current payout tx by some kind of pay to script tx instead, where the condition to unlock it would be to show proof of burning a specific quantity of BSQ.
