[bisq-network/roles] Seednode Maintainer (#6)

## Cycle 7 report

We had some major issues with seednodes last week due to a bug in Bisq that caused lots of P2P traffic. We could use some additional capacity in terms of number of seednodes and number of max connections, so I'm planning to have all seednode operators setup a 3rd instance.

Also I setup a new server to takeover the ef5qnzx6znifo3df.onion seednode from @Emzy, which will be migrated in the next few days.
