[bisq-network/compensation] [WIP] For Cycle 7 (#400)

## Summary

This compensation request covers work [delivered](https://github.com/bisq-network/proposals/issues/19) since the previous voting period ([for cycle 6](https://github.com/bisq-network/compensation/issues/378)) up until just prior to the end of the cycle 7 proposal phase, between 2019-10-10 and 2019-11-10.

As we are now using the 90 days average BSQ price for compensation requests, as per accepted [proposal 114](https://github.com/bisq-network/proposals/issues/114), and as stated in [compensation 385](https://github.com/bisq-network/compensation/issues/385), the BSQ rate for cycle 7 is 0.79 USD per 1 BSQ.
