What are you talking about? I thought the point of changing to 2 of 2 multisig was so that the arbitrator does NOT have a private key and is no longer a trusted third party.

The current arbitration system is one in which the arbitrator can only _suggest_ a payout, not enforce it. Am I missing something? I admit that I have not been involved in a dispute with the new version yet...
