[bisq-network/proposals] Send arbitration funds to a burning address instead of BTC donation address. (#135)

If laundrable, like when a trading party by disappears for an unknown reason (can be anything). What happens then? Need to book a private meeting with an arbitrator? Will he redeem when the trade failed ?
