[bisq-network/bisq] Increased safety and security on trading (#3604)

**Here suggesting a model for added safety and security that can be applied to payment accounts.**

**Show not only account age**
It wold be more safe to know the _total number of trades_ on a user. This is displayed on all offers.

**Raise limits not only on account age**
By now only account age is considered. It would be more secure if a user is trading before the limit is raised. If we raise the limit to max from a combination of account age and number of trades on an account this can be achieved. The triggering criteria (proof-of-trust) for raising the limit is as follows;

Number of trades * account age > N.

Where N is a system constant parameter. The current score until the limit gets raised can be displayed for the user to track his status.
