A malicious arbitrator isn't limited to using just one set of keys / addresses etc.. They can just fire up a completely seperate Bisq app in seconds with a different private key and different addresses and run as many "traders" as they like. 

This idea will never work. The new 2 of 2 system in 1.2 is fine, it just needs multi-sig on the donation address holder like has been suggested by others and a clear process for making sure some of the keyholders in that role are known.
