[bisq-network/bisq] Seeding signed accounts (#3576)

I am not completely sure that doing it through mediators is secure.  Using arbitration cases was secure the first time it was done.  But if scammers know that is going to be the process from now on, couldn´t they make a fake trade, open a dispute, then agree quickly on resolution and therefore tricking the mediator?
