### Description

Bisq v1.2.3 fails to setup Tor on startup on Debian Sid.

#### Version

v1.2.3

### Steps to reproduce

Start building and running Bisq on Debian Sid

### Expected behaviour

Bisq should start Tor node successfully

### Actual behaviour
