[bisq-network/bisq] java.io.IOException: Tor exited with value 127 (error while loading shared libraries: libevent-2.1.so.6: cannot open shared object file: No such file or directory) (#3618)

It seems I could to install older `libevent` manually:
```
$ apt-file search libevent-2.1.so.6
libevent-2.1-6: /usr/lib/x86_64-linux-gnu/libevent-2.1.so.6
```
Not sure if this should be fixed in bundled Tor or we (users) will have to install this package by ourselves?
