[bisq-network/bisq] Backup, restore and create a new onion address via GUI (#3044)

I reworked the whole PR
- did some squashing for a cleaner history
- added functionality to also clean unused hidden services on shutdown
- fixed the connecting-to-self issue
- fixed the issue where messages sent to an "old" hidden service got discarded
