[bisq-network/bisq] Duplicate Proposals Visible in Break between Proposal and Blind Vote (#3706)

### Description

No regression. Bug verified in v1.2.3 as well.

The Proposal list will show duplicate entries in the break between the proposal and blind vote phase.

#### Version

548a21775

### Steps to reproduce

1. Start regtest cluster with existing dao-setup.zip contents
2. Create Proposal for Bob
4. Advance blocks until right before break ends
7. See Bob's list of proposals has duplicate entries

### Expected behavior

Only one line for each Proposal

### Actual behavior

Two identical lines for each of Bob's Proposals

Proposal contents including txid are identical when clicking on bob's duplicate proposals

#### Device or machine

Ubuntu 19.10

#### Additional info
Moving to the Blind Vote phase or restarting the node fixes the presentation issue.

I don't have a good idea of how all the DAO state interactions work, but it is 100% reproducible so someone with historical knowledge should be able to see where the state mismatch originates.
