[bisq-network/bisq] Bitcoin network connection status shows failure after receiving rejected transaction (#3710)

### Description

If a transaction is rejected from the Bitcoin network, the status bar will incorrectly indicate failed to connect to the Bitcoin network, even though the connection is still working (receiving blocks).

#### Version

release/v.1.2.4 (commit hash 548a217751b44abab8452cef609ebefb420835f0)

### Steps to reproduce

Using a regtest setup, make 26 offers to buy BTC without generating any blocks.

### Expected behaviour

A transaction rejected message is received, but the Bitcoin network connection status still shows it as connected.

### Actual behaviour

A transaction rejected message is received and the Bitcoin network connection status shows connection failure.
