[bisq-network/bisq] Makers trade remains open without indicating error if deposit transaction fails for taker (#3705)

This may be related to the wallet corruption issues encountered lately. If you spend an invalid UTXO then your wallet is corrupted and you can even spread the corruption to other users this way. I have not confirmed this though.

Perhaps we need to block creating/taking too many offers before the next block to prevent a too-long-mempool-chain rejection from causing issues.
