[bisq-network/bisq] Hash of ProtectedStoragePayload is non-deterministic (leading to duplication of elements in P2PDataStorage) (#3367)

@chimp1984 I have run another test this time not only comparing offer id but the entire payload:

```
if &bytes != old_bytes && &offer.payload == old_payload
```

The result in the time I observed:
17 out of 79 messages passed that conditional.
