[bisq-network/bisq-website] New multilanguage system (#260)

The navbar-brand bug still reproduces with your latest pushed code deployed to the preview URL. To be clear, this is the issue I'm referring to:

[Steps to Reproduce]
1) Go to https://deploy-preview-260--bisq-website.netlify.com/ja/dao/
2) Click on Bisq logo in upper-left corner

[Expected Result]
Site behaves the same as live production site
I navigate to /ja/

[Actual Result]
Site behavior is different from live production site
I navigate to /
