Current situation is that incubator devs are being slowed down by maintainers.

I thought that Bisq lacks developers and wants to incentivise them with good money. 
I'm not sure if anybody who looked at API example would be willing to undertake similar risk.
It has proven that developers who undertake large tasks, may not be compensated at all and the acceptance criteria can change on weekly basis.
I think that such uncertainty will effectively keep most of good devs away.
