[bisq-network/roles] Monitoring Operator/Maintainer (#10)

Good catch. I suppose this happened simply because there is currently no pricenode maintainer role, so the pricenodes simply haven't been maintained and everyone is running random versions. Let's create the pricenode maintainer role (or simply modify the current operator role to have an "owner"), and figure out a way (maybe adding a new API endpoint) to get the current Bisq app version of a pricenode so we can programatically monitor it using our monitoring systems.
