[bisq-network/bisq] NTP: Fix a couple of UI issues in the New Trade Protocol (#3410)

@ripcurlx @sqrrm  It seems support for RefundManager is missing. ArbitrationManager is for the current arbitrator, but RefundManager fro the NTP version of arbitration.
