[bisq-network/compensation] BSQ rate for Cycle 7 is 0.79 USD per 1 BSQ (#385)

Update for cycle 7 of [this issue](https://github.com/bisq-network/compensation/issues/364) for cycle 6.

At block 599.976 the 3 month average price for 1 BSQ was 0.79 USD. This is the recommended rate to use for Compensation Requests on Cycle 7.
