[bisq-network/bisq] [1.2.0] Available non-BSQ BTC balance does not update until the start of the subsequent DAO cycle (#3493)

### Description

Available non-BSQ BTC balance does not update (i.e. after a rejected proposal) until the start of the subsequent cycle. I would expect it should update as soon as in the vote result phase.

#### Version

release/v.1.2.0 (commit 8a000c100517fe5c2059742774b3a9d4ce1b22e3)

### Steps to reproduce

Proceed through a DAO cycle that includes a rejected compensation request, and stop at the vote result phase. For the user that had their compensation request rejected, observe the available non-BSQ BTC balance shown under their BSQ wallet.

### Expected behaviour

The non-BSQ BTC balance should update by the amount that was intended to be colored into BSQ.

### Actual behaviour

The non-BSQ BTC balance is not updated until the start of the subsequent cycle.
