[bisq-network/proposals] Allow unsafe payment methods if buyer locked up a BSQ bond (#131)

I think the fundamental issue is having to buy BSQ and lock it up, users would probably be okay to lock-up BTC holdings for collateral, but obviously we would have to somehow figure out how to confiscate the Bitcoin bond, an unconfiscatable hard money :sweat:
