[bisq-network/bisq] Stuck "Sending message..." in dispute/mediation window (#3531)

### Description

I recently made a trade as a taker and the other party has requested mediation through a dispute. I received a message that I would need to explain the situation and send some information in the messaging window. When I did that (in Support > Mediation > Messages) and clicked 'send', the message remains stuck in "Sending message...", despite me waiting for several hours. 

Since I have 48 hours to send this information before automatically losing the dispute, I feel some urgency to get this fixed and imagine that would be the case for anyone else experiencing this as well. Hope someone can help me and/or fix this if it is in fact a software bug. Thanks!

#### Version

Bisq version 1.2.1 for Mac, although the user that made [this](https://bisq.community/t/messaging-stuck-q77tu/8624?u=bisq_user) forum post seems to be having the same problem while running version 1.1.7. 

### Steps to reproduce

I personally wouldn't know how to reproduce this, besides making a new trade, opening a dispute there and requesting mediation. Does Bisq have a testnet?

### Expected behaviour

Send the message and show it in the messages field. 

### Actual behaviour

See 'description'.
