[bisq-network/bisq] Add mediation support (#3221)

Here I think the wording needs to be improved. The text is asking for a confirmation and in the button it says `Accept or Reject`. Feels a little bit as I'm at a roulette table as it is not 100% clear if this button will trigger an undesired action. As we need to have the detailed mediation result acceptance in that case I would label it something like `Review Payout Suggestion`. What do you think?
