Currently the 2 peer need to accept mediation payout suggestion. if one rejects an arbitration will be opened.
Later when new trade protocol is in place it will be a bit different. But lets keep that for later...

Ah ok, read now rest... Maybe better to just describe whats in place. The new protocol might still change if som enew ideas pop up
