[bisq-network/proposals] Decide on interest rate for BSQ bonds of bonded roles (#120)

Surety bonds are **NOT** interest bearing. 
Creating interest bearing financial instruments should be left to wall street barons and corporate banks. 
You're thinking of the wrong type of BOND.
