Again, the flags are not being used to represent languages, they are being used to represent countries. For example, if you click on  🇺🇸 you will see USA specific content, not English specific content.

Well yes, obviously. The difference between en-US and en-UK locales is not language, it will be country-specific content such as USA payment methods and UK specific payment methods. The generic "English" locale will not have any country-specific content, which is why it does not have a country's flag.

I took a look at the site you recommended and indeed, under "Best practice for presenting languages" it does say that country-specific content does not apply:
