[bisq-network/proposals] Decide on interest rate for BSQ bonds of bonded roles (#120)

@m52go I know we all have the best "interest" of Bisq in mind...  wakawaka.  

I understand you are classifying the bond as working capital. Indeed, the funds are working for Bisq,  not the bond holder. If there is any interest accrued it should be reflected in the price of BSQ. 

I'm no expert but I think there is a reason surety bonds do not pay interest on capital. I suspect it's some kind conflict of "interest" (see what i did there). Using the Roger Ver example, any interest bearing surety bond would have enriched the Domain pirate, even after the bond is forfeit/burned.

The work being done on a surety bond is by the bond holder (e.g. not being a rogue domain pirate).
