[bisq-network/roles] Payment Method Maintainer (#38)

Changes made -- I've removed @alfsbs as there hasn't been much progress/feedback here lately.

Typically it would make sense to have more of a discussion to effect a change in roles, but given the consistent lack of updates here, I think it's fair to re-assign this one to more active contributors. wiz just contributed a new payment method for Japan (just merged) and is working with another contributor to evaluate and add a payment method for Brazil.

Alf, if you have any pending contributions or any other feedback, please let us know.
