[bisq-network/bisq] Removed proposals end up in voting phase (#3270)

We had repated the case that a proposal was removed by the creator and later in the blind vote phase it re-appeared again.
It might be the valid case that one node did not receive the remove message and re-published that proposal. More likely it seems a bug somewhere in the handling of conveting TempProposals to Proposals and publishing those.

There is another "bug" with lack od due dilligence by voters. Hope that is easier to fix :-)

Many voters accepted both proposals of lio and leo (the proposal creator should have used the exact Gihib handle which would have helped to reduce confusion) which have referenced the same Github issue (https://github.com/bisq-network/proposals/issues/112). If voters would have done their due dilligence that would not have happened.

So please DAO voters vote with responsibility, do your due dilligence and in doubt if you don't have enough time or are unsure prefer to not vote. No change is better than a mindless vote.
