[bisq-network/growth] Language-specific communities & activities (#142)

This idea has been floated a couple times since it was proposed here but there hasn't been much activity on it. My guess is that localization is a significant task, and localized community-building is a massive task. I think it will need to be community-driven, and planning a top-down approach here won't be too effective.

We've already had some region-specific Twitter accounts pop up in the recent past, and have had meetup organizers in other countries reach out on their own.

I think those are the sorts of activities that will achieve the goal of this issue: organic interest driven by locals who know their people best.

Therefore I'll close this issue, but don't take that as a sign of disapproval. It's the opposite—this is a great idea! Anyone who's interested in building such a community should go about it in the typical way [outlined here](https://docs.bisq.network/contributor-checklist.html#do-valuable-work-and-get-compensated) for all Bisq contributions.
