[bisq-network/growth] Add payment method template (#162)

To refine the flow of adding new payment methods. There's no designated place for such suggestions right now, and most suggestions are related to growth initiatives.

Questions in the template are based on fields in the [payment methods spreadsheet](https://docs.google.com/spreadsheets/d/1xiOqcBSInIF7ozWdN3DvM5O-nyZ-397G9MR8LOXs6iA).
