[bisq-network/proposals] Add incubator space (#122)

I would also suggest to start an incubator project with some minimal viable version so that a user can use it (in case of API, getBalance or getVersion could be such a start version) and therefor its up for compensation if a PR is merged. 
There might be also exception to even start funding work in earlier stages if there is stong consensus that this development is wanted. Fot instance the off-chain protocol would not be useable before quite a bit of work is done. Without making such early work up for compensation it might be harder to find developers. But up for discussion if and where we make such exceptions....
